Official of the Football Association: notice on further strengthening the Management of players’ agents

Member associations, football clubs, players, player agents:
In order to fully implement the spirit of the important instructions and instructions of General Secretary Xi Jinping and the central leading comrades on football work, strengthen the work discipline of players’ agents, and standardize all kinds of behavior in players’ transfer activities, protect the legitimate rights and interests of players, clubs, player agents and member associations of the Chinese Football Association, and create a good environment for the healthy development of Chinese football. The Chinese Football Association will further strengthen the management of players’ agents. The relevant work requirements are hereby notified as follows:
I. conscientiously study the management regulations and carry out the work in strict accordance with the requirements
Member associations, football clubs, players and players’ agents should carefully study the regulations on the Administration of players’ agents of the Chinese Football Association and accurately understand the requirements in the regulations. The Chinese Football Association will also organize special learning activities for players’ agents in the near future, and all parties should carry out player agency business in strict accordance with the relevant requirements. If players’ agency business is found to be in violation of regulations, once verified, it will be dealt with seriously in accordance with the regulations.
Second, in the course of developing business, timely report the player agency agreement
When a player or club entrusts a player agent to sign a transfer agreement and a work contract on his behalf, the player agent must sign a valid written agency agreement with the client at the same time. The agency agreement shall be signed by both parties and stamped with official seal or fingerprints (individual). The player agent shall send the player agency contract to the Chinese Football Association for the record within 15 days of signing the contract.
According to the relevant requirements of the regulations on the Administration of players’ agents of the Chinese Football Association, players and / or clubs shall disclose the details of the agreed agency fees to the territorial member associations and the Chinese Football Association. The agency agreement signed by players, clubs and players’ agents shall include provisions to ensure that the disclosure of the above information and documents is not hindered. And submit the “China Football Association player Agent transaction Declaration form” to the Chinese Football Association (see attachment).
For player agents, players and relevant professional football clubs that actually carry out player agency business this year, please promptly send the player agency agreement and the “player Agent transaction return form of Chinese Football Association” to the Chinese Football Association for the record. if the relevant parties fail to put on record before January 10, 2023, the Chinese Football Association will deal with them in accordance with the regulations.
