Media people talk about canceling the U23 policy: the club owes wages and can only use a large number of young players with lower salaries

February 7 News 2023 Professional League Club Leaders Meeting and Chinese Super League, Chinese A, and Chinese B Clubs
The leaders’ summit was held at the Xianghe national team base.
The meeting confirmed that the Super League will cancel the U23 policy in the new season.
The media person Han Bing wrote that when the clubs generally owe wages, they can only use a large number of young players with lower salaries. The cruelty of the market has fundamentally ensured the playing opportunities and time for young players.

Han Bing wrote on his personal Weibo: In the 2023 season, the Chinese Super League canceled the requirement for U23 players to always be present. The once criticized Chinese Super League U23 policy has finally come to an end.
This policy, which was originally intended to encourage and protect the opportunities for young local players to play, was counterproductive because the implementation details were not perfect when it was first introduced. In order to meet the rules, a large number of clubs allowed U23 players to play as little time as possible, which once became a joke.

Han Bing added: Although the Football Association finally began to improve the details of the rules and fill in the loopholes, the Chinese Super League has reached an ice age, and clubs generally have to use a large number of young players with lower salaries when they are in arrears of wages.
Without the strict regulations of the Football Association, the cruelty of the market has fundamentally ensured the opportunities and time for young players to play.
Under such a background, the U23 policy has lost its existence value.

Han Bing concluded that: Looking at the implementation of the U23 policy in the past few years, in essence, not many qualified young players have been trained for Chinese football.
It is really regrettable that a policy that should benefit young players has become a new scandal in Chinese football.

The U23 policy of the Chinese Super League was first launched in the 2017 season, and then the specific policy was continuously adjusted. From the 16th round of the Chinese Super League in the 2019 season, the U23 policy was adjusted to: each team should have no less than one U23 player on the field in each game.
